Strengths: In this artwork, the outline on the character is really nice to see because it makes the character stand out more. In addition, the background is also quite nice as it doesn't overshadow the character and doesn't make the image look blank.

Improvements: Even though the colours are nice(as it's a shiny bulbasaur) but the skin colour is a bit dark. I suggest to give the skin a lighter green or give it a yellowish green colour so skin and the leaves are a separate colour of green. In addition, the character's face and body looks quite thin compared to it's official round chubby self. I suggest you use references for shape and pose of this character like Shiny Bulbasaur recolored and this Bulbasaur. Also shading looks really rushed to me and I don't know why. Maybe it's the tool you used for shading as it makes the shaded areas look out of place. Speaking of shading, I would add darker shading and some highlights so the character can be more defined. Final point is that the character more in the center of the canvas as it makes the image more pleasing to the eye and shows more of the character.

Overall, a really good piece but with some improvements to make. Hope this helps!
